Go to Aktar's Post in Tanaan Jungle. Sun-Sage Chakkis will have a quest for u to get the Apexis Gemcutter. Once the Apexis Gemcutter is at Aktar's Post, u will be able to make the Immaculate Versatility Taladite and in the process unlock the other recepi's. Bring Taladite Crystals and Felblight!
Just so you don't waste your time going there, you don't learn the recipes from the Apex Cutter, you learn the recipes from getting it from certain places.
I just visited and remember:
-Skyreach Mythic
-Brawl Guild
-Rukhmar.There are still 2 more on top of that, but I am not sure where you get em as I already unlocked them.
