TheWoWDBI've made over 50 stones with rank 3 and still havent got a proc. Is this bugged?

the rank 3 proc is currently bugged, when it procs it will create an extra stone but at the cost of its normal materials. so sentimentally you just make them faster. ive already submitted a bug to blizz
