TheWoWDBI have not been able to find where to learn this on Alliance side. It isn't sold by the profession trainer. Is there some specific way to get it on Alliance?

Try this: in the trainer’s menu, go to the upper right corner, and make sure the “available” recipes checkbox is checked. Mine was not.
