This item is learned through [item=116325] if one has leatherworking or crafted by [building=121]. It takes 10 [item=110611] and 10 Raw Beast Hide to create this. Once this is applied to a piece of gear (640+), it allows the secondary stats to be changed. Since the crafted armor and cloaks have random enchantments, this will prove to be a highly used item. This item does not work on non-crafted gear like raiding gear.
Also important thing to mention is that when you use it on crafted item it randomizes secondary stats ergo you can't pick what you like.
