In case there was any doubt, I decided to give it a try just to confirm. As of 5.4.0, if you put this on the BOA legs and send them to your alt, you'll get an error saying that the enchant requires tailoring.
Even though it's not in the tooltip, this enchant (like others) cannot be applied to gear above ilvl 600. Trying to enchant results in an error: Target is too high level.
