I wanted to make notes that might help other people, so I've had a flurry of Inscription-related comments the past couple days.
If you are new to Inscription (today is Oct. 12th, 2018, so my comment is relevant for this point in time for Battle for Azeroth), you will have to go to the Northrend version of Dalaran to train Northrend Inscription in the inscription shop there.
From Professor Pallin (in Northrend Dalaran), you can train, with no previous knowledge, Northrend Inscription which adds that section to your inscription skill book at level 1/75 and grants you the following:
Research: Ink of the Sea
Ink of the Sea
Snowfall Ink
Scroll of Versatility VIIAdditionally, you can pay Professor Pallin to train the following at Northrend Inscription skill level 1/75 for 5g each:
Scroll of Agility VII
Scroll of Intellect VII
Scroll of Stamina VII
Scroll of Strength VII
Scroll of Recall III
Twilight TomeThe Research starts out orange, and everything else starts yellow then turns green at skill level 10 and grey at skill level 20 - so if you have the herbs to mill pigment to make ink, you may want to do that - make Ink of the Sea and Snowfall Ink until skill level 20.
At this point you only have one thing to skill with at all, the research, and you need to make 5 skill gains before you can train the next batch of things from Prof. Pallin at 25/75: There are only three glyphs to learn, and they are all immediately grey upon discovering them, so you will need to do research two extra times.

Master's Inscription of the StormScroll of Stamina VIII only requires 1 ink, so it could be a good thing to make for gaining skill to level 30/75 at which point it turns yellow, all the Master's Inscriptions that had been green turn grey, and you can speak to Prof. Pallin to pay to train:
Versatility VIII, like Stamina VIII, only takes one ink, so it's a useful thing to make for skill gain. Make 5 of those to arrive at 35/75 (if you like), at which point Versatility VIII turns yellow, Stamina VIII turns green, and you are able to train another scroll:
Rinse & repeat the same cycle for Intellect VIII as you did Versatility 5 times until you arrive at 40/74. Intellect VIII turns yellow, Versatility VIII turns green, Stamina VIII turns grey, and you are able to train another scroll:
Again - you can make this 5 times to get to 45/75 at which point it turns yellow, the previous turns green, the one before that turns grey, and you can train:
At 50/75, Agility VIII will turn yellow, but there is not another scroll to learn. The next thing to train isn't until 65/75. The two offhand books also turn yellow, but the Research & Darkmoon Card are still orange and therefore guaranteed to gain skill. Considering that Agility VIII only takes 1 ink and Research takes 3 (Darkmoon takes 6 Snowfall Ink as well as 1 Eternal Life), you could continue making Agility VIII to try to save some materials. I had 5 for 5 skill gains for each of the 5 scrolls I made, at which point (55/75) Agility VIII turned green. I decided to go ahead and experiment with making it 5 more times even though it was green, and got another 5 skill gains to 60/75 at which point it turned grey.
At 60/75, the research and Darkmoon Card are still orange, and the offhand books are still yellow. It still seemed to me to make sense to go with the common ink, so I was going to go to 65/75 on research - but I want to make note of another odd interval of something changing from yellow to green - the two offhand books turned green at either 61 or 62, not positive which one.
At 65/75 you are able to train Runescroll of Fortitude which is green for skill difficulty and a grey item with no use, so I wouldn't bother with it since it takes 1 Snowfall Ink to make. Since it appears to now be a useless item without even a good purpose for skill gain, I would imagine it will be removed before too long.
This basically means continuing to do the Research for the rest of the way to 75 (unless you have the materials for the Darkmoon Card.
Northrend Inscription isn't quite as disappointing as Outland's is now, so I hope you have some joy in doing this. At least you can make the Orca glyph for Druid's water form now! :)
