Did a brief test of this lure on the shore of Eversong Woods near Windrunner Spire, fishing in open water. My Midnight fishing level was 160, with no 'fish got away' indicators.

Clearly this is meant to be used in some other way. Perhaps it acts only inside pools where the Octopus can already be caught. TBD.
Oh my goodness, you're right! I spent half my lure in Harandar and got only grays. Went to Voidstorm and used a Oceanic Vortex and got 5 from one Vortex. Thank you, thank you!
