It's a Horde two-seater mount rewarded from purchasing BlizzCon 2017 Virtual Ticket which also grants [achievement=11931] achievement. Alliance version is Stormwind Skychaser.
Once Blizzcon concludes in November, both mounts will be unobtainable.
You're riding on a cannon. /mountspecial shoots a cannonball from the wolf's mouth on the front of the mount, but doesn't cause any damage.
