As of 11.0.5 the original values have been reduced.
So they nerfed this instead of buffing Scout's March...Rank 1 = 75 speed
Rank 2 = 100 speed
Rank 3 = 125 speed
As of today I can't apply this to Champion-track boots, despite the description of the enchant not indicating they're ineligible. I get the 'target is to high item level' error. Same for Scout's March. RIP.
