It doesn't say it but it can not be placed on items with ilevel above 600
The rank 3 give less stats at level 85 (+71 Agility and +41 Critical Strike) than the rank 2 (+95 Agility and +55 Critical Strike) so my 85 Hunter who is 600 in leatherworking and met all the requirement for it can't have a proper +95 Agility from an actual 575 level enchantment... weird.
