Based on the comment here: Enchant Weapon - Quick Navigation, we can use the value of 187.5 as the average haste gain of this enchant for a Level 120 character. To get the scaled value at a certain level under 120, divide the 5x stack haste value from the tooltip slider by 600 and multiply by 187.5, e.g. for Level 110 it is (149 / 600) * 187.5.

Overall it seems that the similar WoD enchant (warsong) will scale better until level 111.

I'm confused by this, actually all of the recipes bought at level 60. The other recipes list the number they increase, i.e. [spell=255110] increases your Leech by 100. In the icon the number 100 is listed. That's how a lot of the recipes work and makes perfect sense.

These five, however, all list a 7 in the icon. But they increase their respective ability by, well;

Quick Navigation, "Permanently enchant a weapon to sometimes increase Haste by 50 for 30 sec. stacking up to 5 times. Upon reaching 5 stacks, all stacks are consumed to grant you 600 Haste for 10 sec."

What does the 7 indicate then?
