Sanctified Spellthread and Master's Spellthread are the perks Tailors receive from their profession and can only be applied to their own gear. They are the tailor-only cheap version of Greater Pearlescent Spellthread and Greater Cerulean Spellthread which are BoE and can be traded, bought or sold. So unless you are a tailor yourself, you will need to find one, or check the Auction House to acquire the equivalent.
