Its a common loot card you redeem the in-game code from the http://www.worldofwarcraft.com/misc/en/promotion.html page
then you have to go to [npc=17249] in booty bay to redeem for the in-game pet.
It's soul bound sadly, I had thought to try to gift it to my boyfriend but no go, I guess I'll just have to give him the code. Some of the loot cards can be redeemed without being soul bound /shrug...

I'm kinda disappointed in this pet. I mean he looks great and the animation is thematic and cute, but he doesn't have any interesting reactions like some of the earlier tcg pets

The loot pets are always Soulbound, Mounts are always tradable (hence their uber rare status on the AH) and some of the misc vanity items (the third rare of each set) varies depending on the nature of the rare.
