This can be trained at cooking trainer [npc=141906] (/way 52.41 90.50) at the Taste of Zandalar in the Grand Bazaar. This is on the level just below the "Port of Zandalar" flight master. It can also be trained at cooking trainer [npc=131741] (/way 38.14 14.27) in the Hot House at the end of the Zocalo.
If your cooking isn't quite 125 yet, I advise going to [npc=141906], as there is a cooking vendor, [npc=142325], in the Spirits Be With You inn above him near the flight master. I was just a few points off when I sought out the recipe (because I had received rank 3 from [item=166245]) and couldn't find a vendor near [npc=131741] that sold foosaka.
