This is used to craft [item=197718] that summons a vendor that sells some supplies, which is notable since it can (presumably) be used indoors (where you can't summon vendor mounts, etc).
Also has a Quality 2 ([item=198616]) and a Quality 3 variant ([item=198617]).No idea whether [item=197718] is consumed or reusable since it is BoP with a cooldown.
No idea what items are offered by this vendor per quality, or who it actually summons. I will try to get my hands on one and test it, will update this post when I get the results.

After learning this I summoned the vendor (see screen shot)
One recipe creates 5 scrolls and you can use them once every 6 hours and are consumed.
Major downside is that they are soulbound and you can't order them through crafting orders, I would love all of my alts to have these.
Upside is you can sell him your junk, get repairs and buy food from anywhere.

Created a two-star Scroll of Sales and determined a few things:
It is consumable, with a 6-hour cooldown on use.
It can be summoned indoors, and inside of a raid (tested in VOTI), and thus presumably a dungeon as well.
It sells general goods as seen in the submitted screenshot.
The vendor will buy grey items and presumably other items from you. They cannot repair.I did not check how long the vendor remains in place.
Aside from the edge-use case of letting your raid buy Gateway Control Shards, I don't see much use for this item as presented.
