TheWoWDBAs of 4.03, this has changed to provide 1 point of shadow resistance per level. Meaning a level 80 character gets 80 shadow resistance. Not a lot, but a nice little chunk.
Unfortunately, this does not stack with class buffs that provide shadow resistance (such as the priest Shadow Protection buff). As an undead priest I must say I find this annoying.

This racial has been changed several times throughout the course of the game.
Vanilla & BC: Increases Shadow Resistance by 10.
WotLK: Reduces the chance to be hit by Shadow spells by 2%.
Cataclysm: Increases Shadow Resistance by 1 per Level.
MoP - Present: Reduces Shadow Damage taken by 1%.
