You need to reach level 100 JC, talk to the Runecarver then go see the trainer again to learn to craft this.

Just to let you know, you do NOT want to use "create all" when training this stuff.

Let's say you're on Rank 1 have enough mats to create 20 but you're only 5 away from Rank 2. If you use Create All it will get you to Rank 2 but everything after that it will still create as Rank 1 (even though you'd think it would create Rank 2). Once you get to Rank 2 you want to stop creating and start creating with the new rank obviously, but it doesn't automatically work that way.

So again, do not use Create All if you're going to change Ranks in the process.

Yes, you do. Only at lvl 60 you get the quest that sends you to Torghast where you do follow up quests that will allow you to enter Runecarver's chamber.
