TheWoWDBI received zero cloths from two dungeons, as a tailor with SL cloth scavenging purchased, while my guild mates did receive small amounts. Necrotic wake and spires so mostly humanoids. Anyone else experience this?

In the other expansions, this passive allowed the tailor to loot cloth after another party member had looted the humanoid target. Watch for loot on a NPC after it has been looted by all party members. You may have to loot twice to get the extra cloth.
Question: Is SL Tailoring 1/100 enough to get the extra cloth? Or do I need to level up to 100 for the full effect?
