It looks similar to the old Dark War Talbuk mount from The Burning Crusade Expansion. The main differences you'll notice are the horns, eyes and tail.
You can purchase it from the arakkoa outcasts vendors(Alliance: [npc=85946], Horde: [npc=86037]) once you have reached exalted status. On Wowhead, the price shows as 5000g and 5000xApexis Crystals, but it is actually 4000g and 5000xApexis Crystals after factoring in the exalted discount.
You can farm rep at the Lost Veil Anzu, located at [73, 45] in the Spires of Arak, or use [item=117492] which you get from the rare garrison mission [mission=335]. These award 2500 base rep. Remember, these tokens are account bound so you can send between alts.

Probally this mount will be a reward of getting exalted with Arakkoa Outcasts.
