An easy way to get this:
Find a player that has a Goblin char. Get him to go to the trainer and learn the pet. Then make him cage the pet and trade it to you - Profit! :)
NOTE: You can only learn this race-specific pet from the trainer ONCE, meaning you can only get one of the pets per char. Therefore if the person trades the pets to you he cannot get it again, unless he makes a new char.
For any race you don't have - create a lvl 100 trial character of the race you want (e.g. Goblin. HS from starting scenario and then buy the pet. Takes about 1 minute.
