I was able to buy the pattern for this from Lalla Brightweave in Dal (Broken Isles) for about 130g on my 106 tailor priest. A few quests later and I could have gotten the pattern for free from Lyndras. Unless you are in desperate need of 24 slot bags or the gold from selling them on the AH, I'd say just do the quest line.
