TheWoWDBYou don't need 30 people to make it useful. If you have 15 people, everyone can use one and then grab another to use an hour later (or 2 for alchemists). Whether its actually useful for a given group is up in the air, but its far from useless.

The buff also stacks (even for alchs), so you can put on both and not have to carry the second in your bag.
