This has to be a joke, right? The effect goes away on death, exactly like Jar of Sunwarmed Sand and Sunwarmed Sand. Why can't Blizzard get this right?
People on OCE constantly have to play the game in darkness because they're grouped with US players. And this is to say nothing about people who can only play at odd hours. The above items alleviate the problem, but they either have extremely long cooldowns (24 hour cd for 2 hour effect), require a hard-to-get resource, or go away on death.
Seeing this on the PTR, I thought this was a solution for that, but it's literally just more of the same, and much more expensive as well. The item will only go up in price due to the required glowspores when 10.1 is no longer current content.
Seriously. How can they mess this up again? Does no one actually test these things?
Alchemists, in order to craft this you need to use the Alter of Decay (currently no wowhead page). It's located behind [npc=186121] (last boss of [zone=13991] dungeon).
Tooltip
This putrid recipe requires an altar infused with powerful decay magic, rumored to be deep in Brackenhide Hollow.
