The achievement is awarded for collecting 600 UNIQUE battle pets.

To be extremely specific about pets available to players in WoD at of patch 6.0.1. The numbers listed below are for currently obtainable battle pets in game without having to spend real money (or someone else spend real money for you). I excluded any and all pets there were limited time ones, CE's, TCG, Pet Store, etc. All pet info was gathered directly from Blizz's own site, Wowhead, and Warcraftpets.
