TheWoWDBMUST BE NEUTRAL+ You will not be able to turn Cutting Edge Poultry Science in to [npc=7406] unless you have at least Neutral rep with [faction=21]. Needing 477 to move from unfriendly to neutral, I killed members of [faction=87] that populate the Wild Shore area surrounding the town. They give 5 rep each. And, voila!, [npc=7406] was interactive!
note: If need to farm a lot of rep to get back to neutral, I recommend going to Lost Rigger Cove (73, 46) in Tanaris and killing pirates by the bushel.
