Temporal Crystal

It appears this cooldown, plus being able to craft non-transmog weapon enchants, is what you get from having the Enchanting profession over [building=126].

The work order lets you trade 5 Draenic Dust for 1 Fractured Temporal Crystal, possibly with better yield with a high level Follower with [garrisonability=56] assigned to the building, plus the chance of getting sorcerous elementals.

Please correct me if I'm wrong.

This cooldown is for those with the Enchanting profession and allows one to convert 1Luminous Shard per day into:
1-6Fractured Temporal Crystal at 1-599 Enchanting
1Temporal Crystal at 600-699 Enchanting
1Temporal Crystal every 15 hours with a maximum of 3 charges to accumulate at 700 Enchanting This has been changed to 1 a day on 11-25-14 - perhaps it was never meant to have charges.

This means once you hit max Enchanting, you can create 3 Temporal Crystals instantly but must wait a total of 45 hours to be able to do so again, making one every 15 hours.

I believe the cooldown is currently bugged though so that if you make one when it is available the next day, the cooldown that had already started on the 2nd crystal will be reset to its full 15 hour duration instead of continuing around 9 hours in for those who use this cd the same time per day.

TL:DR - Use your cooldown every 30 hours to ensure you can watch it end and time it right.

The in-game tooltip says it creates 3-6 Temporal Crystals, but it only created one for me.
