TheWoWDBCurrently on the PTR (Build 17247), this dropped for me from [npc=73167] <The Black Wind>, a rare elite Thundering Onyx Wind Serpent flying on the Timeless Isle. He seems to patrol a relatively large path near the Northeastern area of the island, as I've seen him once around The Blazing Way and again coming from Ordon Sanctuary over the broken bridge.
The first time I killed him, he only dropped a [item=104286] and a few Timeless Coins.
The second kill, he dropped a Timeless Armor piece and the [item=104269] in addition to the Timeless Coins, but no [item=104286].
