Assuming one would choose (for whatever reason) a warp stalker or crocolisk for a pet (both being tenacity pets that share this ability similarly), the only noteworthy differences between this and a crocolisk's Ankle Crack are the following:
-- Time Warp has a 5-sec longer CD than Ankle Crack (Edge to AC)
-- Ankle Crack is melee range, while Time Warp can reach 25 yards (Edge to TW)

This pet ability is really quite lackluster when considering that Concussive Shot is now capable of keeping a target snared 80% of the time (100% of the time if glyphed) when used on cooldown.
I would've much preferred that they kept the original Warp ability, since it was far better suited to the tanking role Tenacity pets tend to most commonly be used for, and was the defining ability of the warp stalker.
I think at very least, they could add a high threat generation component to it to make it more appropriate for the warp stalker's role as a tenacity pet.
