If acquiring this mount is similar to getting Sandy Shalewing from the previous Turbulent Timeways event, then you will need to cap a stacking buff from completing Timewalking dungeons, and then do that for several weeks in a row. Previously it was 4 stacks of the buff to meet the weekly requirement for all 5 of the event weeks, so 4 timewalking dungeons within the expiration of the buff each week (which refreshed upon completing another dungeon).

Sandy Shalewing will be available from timewalking vendors according to this post.

The mount has an interesting timey wimey sound when you mount and during its mount special.
