TheWoWDBI can't find anywere that these require character level 60 to train? Have 100/100 Shadowlands Leatherworking on my 55 Hunter, but still can't train any of the pre-legendaries from the trainer.

You will need to have completed the quest line in Torghast to unlock the Runecarver. If you have completed this and you are 100 in your respective profession he will have a campaign quest to provide a memory to your professions trainer for the additional crafting items.
Yeah a guildie told me yesterday. But there should be some public information about this, but I have yet to find it.
