TheWoWDBJust caught 2 in 1 throw. After about 12-16 hours of fishing in various pools in Azsuna.
Caught it in the Mak'rana cave (63.63. 63.02). Got it from a Underlight trait proc on a school of Cursed Queenfish.

Found in my 7th pool just outside of the academy. Judging from other comments it is completely random however I spent about an hour fishing in open water and didn't get anything so I think its safe to assume u get from pools only. got a skrog toenail from that cast as well prob just luck.
Azsuna Fishing...
I don't found a good spot to farm a pool but i stayed for a couple hours and after fishing more than 1000 fish and everything else i don't even loot the rank 3.Got some toys (7) and on fishing buddy it's around 0.1% - 0.2% for a toy.
Perhaps rank 3 is less than 0.1% °°'
Anyway, good on farming this !
