How it works
Viscous Fluid is built from 2 client effects, applied in this order:

What it does
Viscous Fluid is a spell with an instant cast, no range (it targets the caster) and effects that last 30 sec. When cast it applies an aura every 1 sec. It also casts Viscous Fluid (record #107091) and Viscous Fluid (record #107122).
