TheWoWDBJust got it as alliance and able to use it. I did nothing special, no special buffs or any other action, no talking to Soridomi, no achievements. Anything. After time rift I got some cosmetic item and after I learned it, a message appeared that White war wolf was added to my collection.
EDIT: Today I learned how I got it. It was gifted to me by a random person of the opposite faction. I did the same thing with one of my duplicates. You target a horde player and right click on the mount in your bag. If a person has it, it will prompt about it. If not, you can gift it to someone.

Same thing happened to me. Had just finsihed a rift and was looking in my bag when I got the alert box as if I just learned a mount item.
