it deals 10% more damage than aimed shot and 0.3 sec faster casting, so use buy cooldown, also with talent it upgrade next 2-3 aimed shots. Passive effect is very situational.
It may be 800% but I usually do equal or less damage than Aimed Shot. I really don't feel like I am using a special weapon at all. In fact I almost always skip this shot.
