I'm putting this comment here because, apparently, there is not page for the world quest, History Lesson: War of the Shifting Sands for Dragonflight yet.
Don't get discouraged, both the mobs you need to kill are in the same place. It's just that the 10 minions [npc=195651]'s and [npc=195652]'s only come out with the [npc=154353] so you won't see them all the time. They die quickly as they're very weak so you'll have to be quick to get a tag on them if you're in a fight with a lot of other players not in your group.

Confirming, Thaldraszus, roughly /way 58, 35, up in the tower. The figures are all sort of amber color.
