Anyone know if this is still obtainable after the building is complete?

The building does not stay up indefinitely. Once complete, it will be attacked by the legion. Eventually it will be destroyed and has to be rebuilt, so the achievement can still be completed later.
I wondered the same because of the achievement. Pointless to have Achievement if you cannot complete more donations
