You need the world quest Behind Enemy Portals Behind Enemy Portals to be up.
Enter the portal at the quest marker on your map and you'll be teleported to a legion ship.
Talk to Tehd for a disguise and avoid the demon eyes which will break your disguise.
Just walk around while touching treasure chests and when you've got the quest completed go though the 2nd portal at the top deck.

Just be aware that there is more than one "Behind Enemy Portals" World Quest, Behind Enemy Portals, in the same spot. The one you need for this achievement is Behind Enemy Portals.
So, after you have "Robbed all the stuff" you need for the World Quest Behind Enemy Portals (on the Broken Shore), do not use the extra action button as that will bring you back to the first portal you entered, but proceed up to the second portal.
