As of today, whatever is keeping this achievement from completing has still not been fixed. It shows a check mark and green writing like it has been completed but achievement is not given, still show outstanding. However, I just saw an announcement in chat of someone receiving achievement, so confused.
UPDATE: Figured it out, although it said it was complete, it actually was not and I found that out by going into Brann on the delve tab. Pull up each one of his talents and that is where you can see what level you have for each of them. That is the only place that it shows. Sure enough one of those weird ones was only a 3/4 and I checked wowhead for what delve/story would give it to me. Did the delve, picked it up and it immediately completed the achievement.

Pacifist Rig in Season 2 only drops from [npc=236942] – not from general delve rewards. He sometimes ambushes you in random delves, or you can summon him yourself using [item=233186], or you can try to kill him in his own [zone=15991] delve (but that's an incredibly annoying boss fight – better just go to a regular Tier 11, clear trash and drop a Wave Scrambler, which is how I got the curio drop for me just now).

i don't know why, but i never got a higher earthmother than rank 1, i've been farming now since the patch hit like crazy for the every role at 11 achievements & i've seen nothing...
20+ delves done this week and nothing. i think it may be already removed from the game...

UPDATE: After completing all the Role specific tier 11 achievements, and helping some friends with a couple (cca 60x T-11 in total since patch this week) i have decided to do a Tier 8, and i have recieved said relic.
