These have a shared cooldown of 10 min. but the achievement is account wide so you can send one of the four books to four different characters and complete the achievement in about 3 min.
These can be bought on the Auction House and used by non-inscriptionists to get the achievement, but this is not recommended as:
a) They are upwards of 35k each.
b) The recipe is easy to obtain and craft.This item is from Northrend Inscription, and you can get the pattern from ~10m of grinding mobs in Silverbrook in Grizzly Hills.
Materials per book can be bought on the Auction House for much cheaper than the books go for. (Psst, this might a good money making method if people actually do pay 35k!)

Once you have all four, use each one to transform into a wolf. There's a 10 minute shared cooldown between them.
