C.H.E.T.T. a Look

C.H.E.T.T. is on the second floor of the Incontinental Hotel to the right as you go up the stairs.

You need to reach renown 13 with The Cartels of Undermine to receive a CHETT list.

Edit: Reached renown 13 and did a C.H.E.T.T list, you only need to do 4 of the listed things to complete a list. The achievement will pop when you turn it in. Once you turn in a list you won't automatically get a new one, the machine suggests that more lists/ID cards that you can turn in (for a list) will drop from mobs in Undermine (You'll need 40 for another list)
