To spawn the rare mob for this achievement, you must clear all waves of mobs (meaning 8/12) before the timed part of the "Researchers Under Fire: Titan Lockdown" event ends.
And by "clear", I mean they must be dead, if you are still in combat with any when the timer ends, it doesn't count.

TL;DR: This achievment is very unsoloable. Consider it doing it right now in a full raid group, when it is still current. People do the event in a raid to get 12/12 stages and [item=205367] reward.
The achievment is rewarded for defeating [npc=202270] before the timer for titan response team arrival expires. It spawns as the 8th stage objective, when the timer is still not expired.
It seems this timer of 9 minutes starts right away with the start of the event. It already ticks when you fight Sundered Flame packs at the begining.
It is unsoloable due to two stages where the objective is to pickup MANY of the items from ground and carry them to the consoles. It is currently 50 picks of parts and 60 picks of stones.Hard to estimate the minimal number of people needed to do this as speed boosts and pickups respawns spots matter a lot. 40 man raid seems to saturate the pickup respawns.
