Noticed a Draenei Shaman with this rank earlier and it had me suddenly doubting my memories, until I remembered you can now faction / race change...
The honor system that awarded ranks required PvP activity based on your realm. Which is to say, a certain percentage of the population that partook in PvP each week were awarded progress towards their next rank based on how much PvP they did that week relative to the population. As an example, the player who got the most honor in a given week became Grand Marshal/High Warlord the next week (assuming they were close to the GM/HWL rank already). The ranks would then trickle down the chain.
