Honestly don't know why this achievement exists. It's just a "complete an another achievement and then talk to an NPC".
Before you can speak to Vinnie you'll need to earn Duos Underdog - You can earn this by taking off all of your gear at the start of the event, run into the trash mobs and die 3 times, then put on the gear again and win the event normally.
Vinnie Sweets is located outside of the instance, next to the NPC you used to que in with. He is currently stuck inside a box, but if you can't find him you can use:
/tar Vinnie
