You can do Theramore's Fall from the start (lvl 10) and then you can do the 4 other listed scenarios at lvl 40.
For the Heroic: Pandaria Scenarios you don't have to do Theramore's Fall on heroic but you have to complete the lvl 40 scenarios on heroic so bear that in mind, if you are trying to get all your socket items.
Completting this achievement on your main doesn't allow you to buy the trinket on your alts.
