I unlocked this at level 88. Definitely does not require level 90 to enter. It appears the quest is available at 87. See:
Temple of the White Tiger

You travel to North East Kun-Lai Summit to unlock the gate.

As other said, you can parkour your way to it early, but there are no quests to speak of before you unlock it, I think.

Zone run-down:
Upon entering, you recieve the quest "Into the Vale":
Into the Vale

Then you get what (I think?) is a faction-specific quest to go to your faction's new city:
Horde get The Shrine of Two Moons:

Also, for anyone confused as to how to reach "Jaluu the Generous", there is a small passage to either side of Mogu'shan Palance which you can take up to the instance entrance. Once you are by the entrance, you can take the stairs down to where Jaluu is.

And for anyone who was wondering: there are currently portals to all of the capitol cities, including shat/dal. However, none of them are click-able at the moment (at least for horde).
