Any Guild Vendor sells it now, you just have to be in a guild. No other requirements needed, other than the gold of course.

It costs 300 gold before discount
The guild vault voucher for 7th Tab is at guild level 5.
I assume the correct reward for level 15 guild is the 8th bank tab.
