no one seems to have mentioned anywhere yet, this instance is required before you can queue for random DS heroics. I've tried it on a few of my toons, and same result each time. Not sure if the first day, everyone just queued for the one instance only, and it worked for them, but is not the case now.

It is as it has been meant to be from the day the patch dropped. You must complete End Time to queue for Well of Eternity, and you must complete Well of Eternity to progress and be able to queue for Hour of Twilight. Once you've done all three, then and only then will your queues be truly random. It's the same concept as the ICC 5-Mans during Lich King era.
