About Zul'Aman
Echoes of unfulfilled vengeance linger in the one-time capital of the Amani tribe, Zul'Aman. Though the Amani trolls answered their warlord's call to arms, Zul'jin was denied his goal of restoring the empire to its former glory. Where he failed, the Zandalar tribe will succeed. Left unchecked, the united tribes will reclaim their lands and savor a merciless retribution.
From the in-game Adventure Guide.

In [zone=3805]'s level 70 raid instance, trash mobs would drop [item=33865]. These were green quality items which are not shared loot. When you use the [item=33865] on one of the [npc=24396]s in the central area of the zone, a few things could happen:
- You could rescue a humanoid (also under: [npc=24396]) that leaves either a chest or money.
- You could rescue a humanoid (also under: [npc=24396]) that is a vendor and sells various items.
- You could get [item=33993] as a non-combat pet.
The vendors eventually make their way back to the entrance area, if you're looking for them later.
Most people farmed these for [item=33993], but there was benefit to farming for the NPC's as well. You could land [item=33928] (which contained various flasks) or [item=33926] (which could contain a rare recipe.) As some people are still recipe-hunting, some of them may sell well on the auction house (particularly weapon patterns, enchant recipes, or other epic patterns.)
It looks like they have brought back the spirit of the hexing system again, and this achievement rewards your compassion for these poor souls. (ribbit!)
You dont have to use the [item=33865] on all the [npc=24396]'s yourself. As long as someone in your party uses it then it will count towards the achievement for you.
