Since the objective of the related quest is to loot the lunkers, you can this in only one quest. Just pull the Threshers with the Extra Button and wait to get pulled until the achievement pops, but do not loot the ones that you catch.
Try looking for spots where you have more flat land next to the water and stay a few yards back, this way you can get pulled even two or three times per lunker.

An easy way to do this is go to Roaring Dragonsprings in Ohn'ahran plains and throw the harpoon at fish in the waterfall while standing behind rocks at the spot of 81.17, 77.69.
The fish will swim towards the waterfall, and all you have to do is keep running the opposite way. One fish pulled me around 15 times without me having to throw the harpoon again.
I found that sometimes you will accidentally pull the mob without using the "Pull Hard" ability. Outside of that, this achievement is pretty easy. You can also get pulled by the same mob several times if you use your harpoon before the mob finishes casting "Going Deep..."
