You need to unlock renown 12 with the [faction=2564] to be able to obtain [item=205188], which can be traded with [npc=204693] for 249 [item=205188]. Once you reach renown 20 with the [faction=2564], then you can also buy 1 [item=205188] from [npc=202468] for 100 [currency=2003] each, for a grand total of 23800 [currency=2003] (as you get 11 [item=205188] from the breadcrumb quests Bartering Boulders and Bundle of Boulders)
This is referring to a scam scheme that requires investment in order to try and make money. Ponzo is also a referance to a ponzi scheme, which is similar.
